Southend United's chief executive Geoffrey King has assured fans that the club will be making new signings.
Blues are yet to make their first summer capture ahead of the new season.
But Mr King has insisted that new players will be arriving at Roots Hall before the start of the new campaign next month.
"We are after players and there wouldn't be much point in being after players if there wasn't any money to spend," said King.
"We've always backed Tilly and will continue to do so.
"He knows what areas he wants to sign players and I would be very surprised if nobody came in."
Despite a lack of new arrivals King was also keen to point out that there was still plenty of time to bring in new recruits.
"The squad have only just reported back for pre-season training so it's still early days," stressed King.
"The friendlies haven't started yet and the type of signings we make will depend on what type Steve wants."
Southend kick-off their pre-season campaign on Friday at Great Wakering Rovers (7.45pm).
